የኢንዱስትሪ ፓርኮች ልማት ኮርፖሬሽን የሚያስተዳድራቸው ልዩ የኢኮኖሚ ዞኖች የታቀደላቸውን ሀገራዊ ተልዕኮ እንዲወጡና ዓለም አቀፍ ተወዳዳሪ ባለሀብቶችን ለማፍራት የፋይናንስ ተቋማት ተሳትፎ ወሳኝ መሆኑ ተገለጸ።

ይህ የተገለጸው የፋይናንስ ተቀቋማት በልዩ የኢኮኖሚ ዞኖች ወስጥ የYሚኖራቸውን ተሳትፎ ለማጠናከር በኢንዱትሪ ፓርኮች ልማት ኮርፖሬሽን እና ኢንተርናሽናል ፋይናንስ ኮርፖሬሽን (ኤይኤፍሲ) በጋራ ባዘጋጁት መድረክ ላይ ነው፡፡

በመድረኩ ላይ የመክፈቻ ንግግር ያደረጉት የኮርፖሬሽኑ የኦፐሬሽንና ፓርክ አስተዳደር ዘርፍ ስራ አስፈጻሚ አቶ ፍጹም ከተማ፤ ኮርፖሬሽኑ በአሁኑ ወቅት በመላ ሀገሪቱ በሚያስተዳድራቸው 14 የኢንቨስትመንት ማዕከላት ከ290 በላይ የሀገር ውስጥና የውጭ ባለሀብቶች ኦኮኖሚያው እንቅስቃሴ እያደረጉ መሆኑን ገልጸዋል።

መንግስት የኢንቨስትመንት ማዕከላቱን ከአንድ ነጥብ አምስት ቢሊየን የአሜሪካን ዶላር በላይ ወጪ አድርጎ ማልማቱን ያስታወሱት ስራ አስፈጻሚው ማዕከላቱ በቢሊዮን ዶላሮች የሚገመት ኢንቨስትመንት መሳብ መቻላቸውንም ጨምረው ገልጸዋል፡፡ ይህም ለውጭ ምንዛሪ ግኝት፣ ለስራ ዕድል ፈጠራና ለቴክኖሎጂ ሽግግር ከፍተኛ አስተዋጽኦ እያበረከተ መሆኑን አስገንዝበዋል።

አቶ ፍጹም አክለውም፣ መንግስት የኢንቨስትመንት ፍሰቱን ይበልጥ ለማሳደግ የልዩ ኢኮኖሚ ዞን አዋጅን በማጽደቅ ወደ ስራ ማስገባቱን አስታውሰው፤ይህ የምክክር መድረክ የተዘጋጀው የፋይናንስ ተቋማትና ባለሀብቶችን በማቀናጀት፣ ዞኖቹ ለሀገር ኢኮኖሚ የሚኖራቸውን አስተዋጽኦ ለማጎልበት ታስቦ መድረኩ መዘጋጀቱን አብራርተዋል፡፡

በመድረኩ ላይ ለውይይት መነሻ የሚሆኑ ሰነዶች የልዩ የኢኮኖሚ ዞኖች የህግ ማዕቀፍና የፋይናንስ ተቋማት ሊኖራቸው የሚችለውን ተሳትፎ በዝርዝር ዳስሰዋል። በተለይም ባንኮች በዞኖቹ ውስጥ ገብተው መስራት የሚችሉባቸው ምቹ ሁኔታዎች ላይ ሰፊ ውይይት የተደረገ ሲሆን፣ ከተሳታፊዎች ለተነሱ ጥያቄዎችም ከሚመለከታቸው የመንግስት አካላት ምላሽ ተሰጥቶባቸዋል።

በዚህ የምክክር ፎረም ላይ 31 የመንግስትና የግል የፋይናንስ ተቋማት ከፍተኛ የሥራ ኃላፊዎች፣ የኢትዮጵያ ኢንቨስትመንት ኮሚሽን፣ የብሔራዊ ባንክና የኮርፖሬሽኑ አመራሮች እንዲሁም በዞኖቹ ውስጥ የሚገኙ ባለሀብቶች ተሳትፈዋል።

Ethiopia highlight’s role of financial institutions in special economic zones

Ethiopia has underscored the importance of financial institutions in strengthening the performance of its Special Economic Zones (SEZs), as the government seeks to boost investment and attract globally competitive investors.
The issue was highlighted at a forum jointly organized by the Industrial Parks Development Corporation (IPDC) and the International Finance Corporation (IFC), aimed at enhancing the participation of financial institutions in the zones.

More than 290 domestic and foreign investors are currently operating across 14 investment hubs managed by IPDC, Chief Officer for Operations and Park Management, Fitsum Ketema, said in opening remarks.

The government has invested over $1.5 billion in developing the centers, which have attracted investments worth billions of dollars, he said, adding that the projects are contributing to foreign exchange earnings, job creation and technology transfer.

Ethiopia has also enacted and operationalized a Special Economic Zones proclamation to further boost investment inflows, Fitsum said, noting that the forum was intended to strengthen collaboration between financial institutions and investors.

Discussion papers presented at the forum outlined the legal framework for SEZs and the potential role of financial institutions, with participants focusing on improving conditions for banks to operate within the zones. Questions raised during the session were addressed by relevant government bodies.

The forum brought together senior executives from 31 public and private financial institutions, as well as officials from the Ethiopian Investment Commission, the National Bank of Ethiopia, IPDC and investors operating in the zones.
